The Minister of Seniors, Community and Social Services (SCSS) is seeking individuals who are
interested in serving as members of the Citizen’s Appeal Panel (the Appeal Panel). This posting
is to fill panel member positions in all regions of the province.
Panel members are accountable to the Minister through the Provincial Chair. Members are
responsible for actively participating in hearings in an impartial and unbiased manner, and in
accordance with the principles of natural justice and procedural fairness.

Members’ responsibilities include the following:

• Hearing and deciding appeals;
• Writing and issuing written decisions and providing reasons for the decisions;
• Attending scheduled meetings and training sessions; and
• Completing annual assessments

The Minister is looking for panel members who demonstrate the following competencies:

• Experience and knowledge of the principles of natural justice and quasi-judicial processes;
• Ability to read, interpret and apply legislation, and draft written decisions;
• Strong communication skills and ability to objectively examine written and verbal information;
• Ability to sift through verbal testimonies and submitted materials, weigh evidence and synthesize
  for purposes of writing decisions;
• Ability to use computers, such as accessing and navigating an appeals system and SharePoint,
  typing decisions and communicating effectively with colleagues and Appeals Secretariat staff via
  email;
• Demonstrate a fair, respectful, cooperative and assertive approach to reaching agreement;
• Clear understanding of the Panel’s role and responsibilities; and
• Some knowledge of the relevant Acts and Legislation.
• Previous experience on an adjudicative tribunal is an asset.

Role Responsibilities
The Alberta Court of Justice and Alberta Justice welcome the interest of qualified lawyers who wish to be

Applicants must be a Canadian citizen and a member in good standing of the Law Society of Alberta,

The Minister of Public Safety and Emergency Services is seeking applications from individuals interested in serving as the Chief Executive Officer (CEO) of the Police Review Commission. This position will fill one vacancy.

Location

About the Agency

The Police Review Commission is an arm’s-length government agency responsible for the oversight of complaints against police in Alberta. The agency will be established under section 26 of the Police Amendment Act 2022 (formerly Bill 6), once proclaimed. This civilian-led agency will increase transparency and accountability within the Alberta policing landscape while ensuring a fair and just review process is conducted independently of police services. This newly established agency will include the Alberta Serious Incident Response Team (ASIRT) under its purview.

The Police Review Commission will investigate complaints against the police that fall into three categories (serious and sensitive, statutory offences, and police code of conduct), with serious and sensitive, and statutory offences under the mandate of ASIRT. Police code of conduct complaints refer to a complaint made against a police officer for violating regulations regarding their conduct or behaviour but is not criminal in nature nor does it meet the criteria of being serious or sensitive.

The Police Review Commission will investigate these complaints from beginning to completion and render a decision on whether a complaint has been substantiated or not. Disciplinary action may be taken as a result of a substantiated complaint.

Role Description

Reporting to the Minister of Public Safety and Emergency Services, the CEO is responsible for overseeing the Police Review Commission, ensuring transparency, accountability, and adherence to legislation and regulations in the handling of complaints against police officers. The CEO assesses complaints, makes decisions regarding their disposition, directs investigations, and communicates decisions to all relevant parties. The CEO will also oversee ASIRT, which will become part of the Police Review Commission upon implementation.

The foundational duties of the CEO involve establishing the organization’s vision, mission, mandate, and strategic direction, alongside recruiting necessary staff, and developing business plans, policies, and procedures. Building relationships with key stakeholders, including government bodies, law enforcement agencies, and other relevant entities, is crucial to the success of the Police Review Commission. Executive leadership responsibilities include executing strategic plans, managing risks, and fostering a culture of accountability and excellence within the organization.

The role oversees operational management, such as financial administration and human resources. The CEO is the primary spokesperson for the Police Review Commission. Effective communication and collaboration with internal and external stakeholders are essential to fulfil the Police Review Commissions’ investigative responsibilities and organization’s mandate.

The CEO is appointed for a standard term of appointment (five years).

Skills and Experience Required

Education

University graduation in related field such as law, criminal justice, public administration, etc.

Equivalency – Related experience or education may be considered as an equivalency on a one for one basis.

Knowledge and Experience

•  Proven experience in a senior/executive leadership role, preferably within a regulatory or oversight agency
• In depth knowledge of relevant legislation, regulations and processes concerning police complaints and disciplinary processes.
• Executive level decision-making skills, with the ability to assess complex situations, make sound judgements, respond to external pressures, and drive strategic initiatives to achieve organizational goals.
• Excellent communication and interpersonal skills, with the ability to effectively communicate with diverse stakeholders.
• Demonstrated leadership ability, with experience in managing teams and leading organizational change initiatives effectively and efficiently.
• Experience overseeing financial operations including a multi-million-dollar budget and ensuring financial health by managing resources efficiently and in accordance with applicable laws and policies.
• Integrity, professionalism, and a commitment to upholding ethical standards and principles of fairness and justice.
• Demonstrated ability to independently manage high priority initiatives, multiple strategic priorities, and consistently meet critical deadlines in a fast-paced environment. Experience with change management, and commitment to socially conscious practices and cross-cultural awareness.
• Knowledge of relevant technology and systems for managing complaints and investigation is desirable.

FMC is embarking on a mentorship program. We are now seeking experienced, advanced, certified mediators who will act as mentors for FMC Certification candidates.

FMC Roster of Mentors – Call for Mentors

Please note, mentors will be compensated for their time by the mentee, please provide your fee (see B.2 below).

A) In order to be an FMC recognized mentor the following conditions must be met:

1. The mentor will be a member in good standing with Family Mediation Canada.
2. The mentor will be certified by Family Mediation Canada in the area of expertise that they plan to offer mentorship (i.e. Family Relations, Comprehensive, Elder, Child Protection).
3. The mentor will be familiar with current legislation (both federal and provincial/territorial) that impacts the mediation process.
4. The mentor will commit to the time required by the mentee to complete their mentorship: at least 20 hours of direct supervision including observation of sessions and co-mediation, toward mentee taking the lead in session under supervision, plus 10 hours of direct consultation with mentee. Once a mentee is matched with the mentor, together they would mutually determine the time frames and duration of their work together.
5. The mentor will provide the mentee with the opportunity to participate in actual mediation sessions whenever possible. If the required hours cannot be obtained with actual sessions, such as where the mentee is in a remote location, consideration will be given to role play sessions with the prior approval of FMC.
6. The mentor will provide the mentee with the opportunity to complete their required hours within one year or less.
7. The mentor will have a minimum of 5 years of direct service experience in the specific area of mediation they intend to offer mentorship. Please provide two references.
8. The mentor will provide the opportunity for the mentee to participate in all aspects of the mediation process including, but not limited to: intake/screening, pre-mediation sessions, contracting, agenda building, exploring options/decision making, writing agreements and closure.
9. The mentor will be familiar with adult learning theory and have experience with adult learners.
10. The mentor will be familiar with and follow the appropriate role of a mentor.

B) To become a recognized mentor by FMC, please submit your application to the Chair of the FMC Certification Committee via the FMC Administrator (admin@fmc.ca). The applicant must:

1. Submit their curriculum vitae to FMC including specific information regarding current practice and education.
2. Provide information to FMC regarding their organization and plan for mentorship including: learning opportunities provided and by whom; expected fee for mentorship; and number of mentees that they can accept. This should also include the curriculum vitae of anyone in their organization who will be providing mentorship.

In partnership with the Alberta Community Support Network (ACSN) https://acsn.ecvo.ca/  and other Non-Profit support agencies, ADRIA is building an online roster of Qualified & Chartered Mediators willing to assist Alberta’s Non-Profit community with appropriate dispute resolution services at reasonable rates. 

Participants in this roster would be compensated at rates up to $100/hour, noting only that these discounted rates would only be available to volunteer Non-Profits with unpaid Board members and no more than one full time employee, full-time equivalent or contract staff. 

The nature of conflicts that typically arise in this community are disputes within the Board of Directors, with their volunteers, or situations that arise with the membership.  There are over 25,000 Non-Profit societies in Alberta, and no shortage of opportunities for the ADRIA membership to support this valued community.  Interventions might be online or in-person.

Can Praxis is an Equine Therapy program looking for a Veteran/First Responder Mediator with ample experience working with members of a subculture characterized by violence and death; this usually means working with Veterans or First Responders or in corrections.  This experience will help participants accept the mediator as a credible Can Praxis Facilitator.  Can Praxis is a registered charity and intends to conduct one three day program every month working with a horse arena facilitator and psychologist.

In addition, experience with horses is a definite asset and be able to provide classroom facilitation and education and/or crisis management for an individual, a couple or a group of up to 12 participants. Relevant mediation experience, horse experience and enough presence to lead and inspire a group are all necessary attributes.  A non-traditional/clinical approach is required; participants do not tolerate a facilitator who relies only on studies and jargon, they would rather work with a sincere, compassionate and experienced person who can acknowledge great pain one minute and yet sometimes relieve tension with some well-timed humor.

Can Praxis is also putting together a Family Program and is seeking child psychologists and family social workers to implement this new program.

Calgary Legal Guidance (CLG), Pro Bono Law Alberta (PBLA) and the Public Interest Law Clinic at the University of Calgary’s Faculty of Law (PILC) are pleased to partner on a joint recruitment initiative with Judith Hanebury, QC, Retired Master of the Court of Queen’s Bench.

The joint recruitment drive aims to recruit active and retired lawyers and judges to provide virtual advice to Albertans dealing with debt. This project arose from a growing need for consumer debt support due widespread unemployment and other socioeconomic impacts of the COVID-19 pandemic.

“Now, more than ever, the importance of delivering pro bono legal support to Calgarians is paramount,” says Marina Giacomin, Executive Director of CLG.  “As we enter our 49^th year of providing free legal guidance to vulnerable Albertans, the rising number of clients we are seeing with employment matters, family matters including domestic violence, consumer debt and more are mounting as a result of the pandemic.”

“The provision of pro bono legal services is central to the ethics of the legal profession and Alberta lawyers have always stepped up, especially in times of crisis, to help individuals who cannot afford their fees” says Nonye Opara, Executive Director of PBLA. “While the COVID-19 pandemic has created barriers to accessing certain services, legal service providers continue to offer programming using creative virtual platforms together with robust training support that make it easy for lawyers to offer their unique services from anywhere and at anytime”. 

Retired lawyers and judges are invited to first apply for Active for Pro Bono status through the Law Society of Alberta to volunteer. Active lawyers may begin the Debtor Support Training online by contacting pilc@ucalgary.ca. Retired judges or lawyers can begin the training while they await approval.

After training, volunteers can select a service provider based on their interests, between CLG, PBLA and PILC.

“The contribution of willing and well-trained volunteers is going to be critical for addressing the needs of struggling Albertans, right now and for a good stretch of time to come,” says Christine Laing, Executive Director of PILC. 

The joint recruitment will focus on Calgary-area volunteers during its pilot phase, which runs from October 2020 to April 2020, with plans to extend training and volunteer opportunities province-wide by Spring 2021.

This teaching program at the University of Calgary Faculty of Law involves law students directly in systemic issues with a particular focus on the marginalized and the environment. Through law reform proposals, test litigation, research, writing and advocacy, PILC seeks a just legal system that values and respects all people and the environment. In the Consumer Debt Negotiation Project, trained volunteers will provide summary advice and, when appropriate, limited scope representation for negotiating with creditors and lenders with the aid of law students.
